This study presents quantum and quantum-inspired computational approaches for solving the restricted vertex multicut problem, which is critical for telecommunications network resilience. The researchers developed a fixed-qubit Conditional Value-at-Risk Variational Quantum Eigensolver (CVaR-VQE) and a quantum-inspired Quadratic Unconstrained Binary Optimization (QUBO) sampling method to address both static and dynamic network partitioning challenges. These methods aim to optimize how telecommunication networks can be protected against failures by identifying critical vertex sets whose removal would disconnect specific network components.

The techniques could enhance the reliability and fault-tolerance of telecommunications infrastructure by enabling more efficient identification of network vulnerabilities. As communication networks become increasingly complex and critical to modern society, quantum and quantum-inspired optimization methods may provide computational advantages over classical approaches for network protection and resilience planning.
